Welcome! This is a demo of a National Incident-Based Reporting System (NIBRS) reference and training tool I’m actively developing to make statistical crime reporting more accessible than traditional, incomprehensive PDF manuals and companion documents. It translates intricate state and national requirements into a cohesive guide. All content shown is for demonstration purposes only and contains no Criminal Justice Information (CJI).
The goal for the full system is to live on a secure internal network and be embedded directly into the Records Management System (RMS), allowing users to get instant, contextual guidance as they code reports. The focus is on reducing ambiguity and making a large quantity of standards easier to apply, particularly for complex situations that officers encounter in the real world.
This project combines and clarifies guidelines from multiple sources:
- Virginia and national NIBRS user manuals and technical specifications
- Virginia State Police (VSP) Data Analysis and Reporting Team (DART) resources, including legal code mapping tables
- Notes from live sessions with DART and the FBI
- Clarifications obtained through direct communication with DART and FBI instructors
- Patterns identified through personal experience in reporting a wide range of reports, team discussions, and noting common errors
Future improvements could include but are not limited to:
- Intelligent auto-complete and keyword mapping in the search bar to locate relevant content even when applicable terminology doesn't exist on the page
- Reading and printing views that allows users to view the interactive manual in order without distraction, particularly useful for creating a traditional print version, which some people prefer
- Forward and backward buttons to navigate between pages
